IBEW LOCAL UNION 265 REFERRAL PROCEDURE
All referrals will be made in accordance with the Referral Procedure, (Art. IV, Local 265 Inside Agreement) and the following administrative procedures.
1. Initial registration must be made during open office hours, Monday through Friday, 8 A.M. through 4:30 P.M. or within one (1) hour prior to the Local Union Regular Meeting.
2. Art. IV, Section 4.12. An applicant who has registered on the “Available for Work List” must renew his application on or within ten days following the first day of each month or his name will be removed from the “List”. Re-sign can be accomplished by the following methods: In Person, Postcards, Letters, Facsimiles (Fax), and E-mails, DATED AND POSTMARKED from the 1st to the 10th day of each month will be accepted.
3. An applicant has the right to refuse any job call offered to him, but with the third (3rd) such refusal, the applicant will be removed from the “Available for Work List”. It will be necessary for the applicant to re-sign the “List” in person.
If the applicant is rejected by the contractor, it will not be necessary for the applicant to receive the rejection in person. Every effort will be made to eliminate “wholesale” rejection. A rejection is not considered to be a turndown.
4. An applicant may “FREEZE” his name on the “Available for Work List”. He will not be offered job calls nor will he be charged with refusal of job calls through the regular “Available for Work List” Referral during this NON-AVAILABLE time. The applicants’ position on the “List” will be “Frozen” and he will be passed over by active applicants as the “List” advances. The applicant must state his decision to “Freeze” his position in writing prior to being offered a job call or he will be charged for a turn down. He must again notify the Business Manager when he becomes available and he must renew monthly (#2 above). An applicant must be available PRIOR TO the job call being placed to be considered for that call.
5. Any applicant who has signed the Residential “Available for Work List” as well as his own respective “Available for Work List” and accepts employment under the Residential Referral, may remove himself from his respective list or may ‘FREEZE” his position on that list for a period not to exceed 30 days, at that point his name will be removed from that list. During this “FREEZE” period he will not be offered job calls nor will he be charged with refusal of job calls through the regular “Available for Work List” Referral. The decision to “FREEZE” must be given to the Business Manager in writing at the time of Residential Referral.
6. It is the responsibility of the applicant to provide a telephone number where he can be reached, if after a reasonable length of time and effort the applicant cannot be reached he will be charged for a job refusal and the necessary steps taken. The Business Manager is responsible to fill calls in a timely manner as needed by employers. Every reasonable effort will be made to contact applicants and limit the time it takes to fill a job call. REMEMBER, if you are not willing to take a job in the area, FREEZE YOUR POSITION.
7. Local 265 uses a telephone dispatch system to call registrants to fill job calls. Normal hours of dispatch are 8 A.M. through 4:30 P.M., Monday through Friday, but may be extended if necessary to fill all job calls.
8. Effective July 1, 2005, Local 265 has implemented a new referral procedure for all applicants on Book I, II, III, and IV. Local 265 has amended Article IV of the current Inside Wireman Agreement to reflect the new Category I Language for referral, and it has been approved by International President Hill.
Changes have been made to the referral procedure, so it is imperative that applicants carefully read and understand the following administrative procedures:
· Initial registration must be made in person · “Out of Work List” has been changed to “Available for Work List” · Monthly renewal is required, between the 1st and 10th each month · An applicant can refuse the first two (2) job calls, but will be removed from the Book with the third (3rd) such refusal · An applicant that is rejected will not be charged with a turndown · An applicant may “Freeze” his name if not available for work · Local 265 will call applicants for the dispatch of jobs
